Establishing sector-wide data sharing platforms

Sharing of data via dedicated data platforms has many benefits but is also difficult to achieve. Especially the sharing of potentially sensitive or valuable data requires a suitable design of data management mechanisms.

I can supervise studies of these issues related to data sharing platforms in the public sector in general, and below I also propose some possible topics focused on the food sector.

The topics and cases can be designed to fit either short (30 ECTS) or long theses (60 ECTS), for single students or a pair. It is probably difficult to to data collection without knowledge of Norwegian.

Possible topics and cases:

  1. The data sharing platform called “Landbrukets Dataflyt” has been successful. It gives each individual farmer better data for decision making, and it also serves many other actors. What are the data sharing models used and how do the different actors experience them?
  2. The same platform is going to be used also in the seafood industry, together with an established Code of Conduct (bransjenorm) for ownership to data. How has this ‘platform migration’ process played out? What could be reused and which new developments were necessary (of platform components or of governance structures)?
  3. An important tool in the sustainability transition of agriculture is the Climate Calculator (Klimakalkulatoren). It enables each farmer to see their GHG emissions, and other actors can access aggregated and anonymized data. A study could examine how the calculations are performed, and which legitimacy this tool has achieved.
