Governance of a Platform on Top of a Platform

The development of applications (apps) on top of existing platforms offers vast opportunities for innovation. However, this layered approach creates dependencies. This project seeks to explore the complexities of managing and maintaining applications built upon a platform, upon another platform.

What considerations matter when developing apps on top of a platform? What if the platform is itself dependent on another platform?

Specifically, how does the reliance on industry-standard platforms shape the public sector’s approach to app development and deployment?

How does the unfolding development of the underlying platform influence application developers, particularly concerning future changes, maintenance, and roadmap alignment? Platform dependencies are becoming particularly challenging to manage in relation to AI supported development.

The project will build on existing research on platform architecture and governance, particularly in relation to actors in the public sector. The research will employ a qualitative approach, conducting interviews with stakeholders involved in the development and management of platform applications within the public sector. For example in Oslo municipality, Sykehuspartner or another relevant partner.
