TCP with a rate-limited sender

When an application does not permanently have data to send, how does TCP behave?

Today, most Internet traffic does not get its rate limited by the network, but by the application. E.g., a video is limited in bitrate; web traffic consists of many short transfers. The behaviour of TCP and other transport protocols (e.g., also QUIC) is not extremely well defined under these circumstances - what do implementations "in the wild" really do?

Learning outcome

  • In-depth knowledge of OS-level code that is in use in production systems today
  • Deep understanding of Internet transport protocol design and congestion control
