Patterns in Public Sector Digitalization

Digitaliseringsrådet (the Norwegian Digitalisation Council) regularly advises public sector organizations undertaking digitalization projects, based on reviews of each project's status, risk, and delivery capacity. Over time, the Council has built up a substantial body of advisory letters that, taken together, say a great deal about the challenges public sector organizations systematically encounter and how these should be addressed.

In this master's thesis, 1-2 student(s) will examine Digitaliseringsrådet's publically available advisory letters to identify patterns in the challenges public sector organizations face in their digitalization projects and in the advice given in response to them.

The project is planned to be carried out in two phases:

Phase 1: Document analysis: A systematic review of Digitaliseringsrådet's advisory letters to map recurring challenges and advice across organizations and over time.

Phase 2: In-depth study: Building on the patterns identified in phase 1, the student goes deeper in one of two ways:

Interviews with an organization that has received advice from Digitaliseringsrådet, to examine how a specific pattern is experienced and handled in practice.

Interviews with representatives from Digitaliseringsrådet itself, to understand the process from identified challenges to concrete advice.

Other approaches to phase 2 can also be discussed, in consultation with he supervisor.

Students from DIGHEL are encouraged to pay particular attention to comparisons between healthcare organizations and other public sector organizations. Are there challenges and advice specific to the healthcare sector, and how do they differ from patterns seen in the public sector more broadly?
