The Platform Bind: Theorizing Dependencies in Public Sector Digitalization

Duration
01.01.2027–31.12.2030

Public sector organizations face a self-reinforcing dilemma - conceptualised as the platform bind - in their digital transformation: to deliver effective digital services they depend on large commercial digital platforms, yet this reliance erodes democratic control over critical infrastructures locking the organization into trajectories shaped by the platform providers’ logics. The aim of the project is to develop theory and tools for navigating the platform bind.

About the project

This project will develop a theory of the platform bind to understand how dependencies between public sector organizations and commercial digital platforms evolve over time and shape current contexts of strategic and operational choice in the digitalization and digital transformation of the public sector.

The research work will be organized as an empirical investigation where we will combine policy analysis, a longitudinal qualitative case study of a public organization navigating platform dependencies, and a comparative-case study of digital sovereignty initiatives. These will be studied by applying ecological thinking and mapping feedback loops, information flows, and navigation strategies with the aim to identify alternative arrangements and transition strategies. The results will have implications for research with a novel theory of the platform bind and for public organizations and policy with guidance to realize both effective digital services and democratic control.
