  This review examines the evolution and findings of Norway's offshore environmental monitoring (OEM) program over the past five decades. The program targets soft sediments, water column organisms, and deep-water epifauna across the Norwegian Continental Shelf (NCS) to assess the impacts of offshore oil and gas activities. The program is required by Norwegian authorities and financed by oil and gas companies operating on the NCS. Initially prompted by widespread effects from oil-contaminated drill cuttings (OBM-DC) discharges, the first sediment quality monitoring came in 1973, and grew into a regional sediment quality monitoring program in 1995. A ban on discharge of OBM cuttings on the NCS was implemented in 1993, and the following years saw a clear reduction in areas with impacted sediments. Currently, significant contamination and macrofauna disturbances are typically confined within 250–500 m of DC discharge points. In the 1990s, concerns over increasing produced water (PW) discharges led to development of effect monitoring in the water column, with focus on fish and mussels as bioindicators. These in situ effect surveys have shown localized impacts near PW outlets. Other fish surveys have revealed elevated DNA adduct levels in demersal fish (haddock) in several areas on the NCS, but the causality of this phenomenon remains unclear. Deep-water petroleum exploration has necessitated visual surveys to map protected benthic epifauna communities, such as corals and sponges, though the methodology's suitability for assessing biological impact is uncertain. Future recommendations include redesigning sediment surveys to address combined stressors from the petroleum industry, fisheries, and climate change, adopting recent methodological and statistical advancements, and improving integration across program elements. This review describes how the offshore monitoring on the NCS has evolved in response to changing environmental concerns, regulations and industrial practices, providing insights for enhancing ecological protection in offshore petroleum activities.

  Bisphenol A alternatives are manufactured as potentially less harmful substitutes of bisphenol A (BPA) that offer similar functionality. These alternatives are already in the market, entering the environment and thus raising ecological concerns. However, it can be expected that levels of BPA alternatives will dominate in the future, they are limited information on their environmental safety. The EU PARC project highlights BPA alternatives as priority chemicals and consolidates information on BPA alternatives, with a focus on environmental relevance and on the identification of the research gaps. The review highlighted aspects and future perspectives. In brief, an extension of environmental monitoring is crucial, extending it to cover BPA alternatives to track their levels and facilitate the timely implementation of mitigation measures. The biological activity has been studied for BPA alternatives, but in a non-systematic way and prioritized a limited number of chemicals. For several BPA alternatives, the data has already provided substantial evidence regarding their potential harm to the environment. We stress the importance of conducting more comprehensive assessments that go beyond the traditional reproductive studies and focus on overlooked relevant endpoints. Future research should also consider mixture effects, realistic environmental concentrations, and the long-term consequences on biota and ecosystems.

  In context of testing, screening and monitoring of endocrine-disrupting (ED) type of environmental pollutants, tunicates could possibly represent a particularly interesting group of bioindicator organisms. These primitive chordates are already important model organisms within developmental and genomics research due to their central position in evolution and close relationship to vertebrates. The solitary ascidians, such as the genus Ciona spp. (vase tunicates), could possibly be extra feasible as ED bioindicators. They have a free-swimming, tadpole-like larval stage that develops extremely quickly (<20 h under favorable conditions), has a short life cycle (typically 2–3 months), are relatively easy to maintain in laboratory culture, have fully sequenced genomes, and transgenic embryos with 3D course data of the embryo ontogeny are available. In this article, we discuss possible roles of Ciona spp. (and other solitary ascidians) as ecotoxicological bioindicator organisms in general but perhaps especially for effect studies of contaminants with presumed endocrine disrupting modes of action.

  Tributyltin (TBT) was widely used as a highly efficient biocide in antifouling paints for ship and boat hulls. Eventually, TBT containing paints became globally banned when TBT was found to cause widespread contamination and non-target adverse effects in sensitive species, with induced pseudohermaphroditism in female neogastropods (imposex) being the best-known example. In this review, we address the history and the status of knowledge regarding TBT pollution and marine TBT hotspots, with a special emphasis on the Norwegian coastline. The review also presents a brief update on knowledge of TBT toxicity in various marine species and humans, highlighting the current understanding of toxicity mechanisms relevant for causing endocrine disruption in marine species. Despite observations of reduced TBT sediment concentrations in many marine sediments over the recent decades, contaminant hotspots are still prevalent worldwide. Consequently, efforts to monitor TBT levels and assessment of potential effects in sentinel species being potentially susceptible to TBT in these locations are still highly warranted.

  Dioxins and dioxin-like polychlorinated biphenyls (dl-PCBs) are lipophilic chemicals with long half-lives in the environment. Dioxins include both polychlorinated dibenzo-p-dioxins (PCDD) and polychlorinated dibenzofurans (PCDF). Several congeners of PCDDs and PCDFs may occur, with varying number and positions of chlorine atoms in the molecules. Seventeen of these congeners are relatively persistent in animals and humans and exert similar toxicity. A subgroup of 12 out of 209 possible polychlorinated biphenyl (PCB) congeners show toxicological properties similar to PCDDs/PCDFs, and this subgroup is termed dl-PCBs (EFSA et al., 2018).

  Produced water (PW), a large byproduct of offshore oil and gas extraction, is reinjected to formations or discharged to the sea after treatment. The discharges contain dispersed crude oil, polycyclic aromatic hydrocarbons (PAHs), alkylphenols (APs), metals, and many other constituents of environmental relevance. Risk-based regulation, greener offshore chemicals and improved cleaning systems have reduced environmental risks of PW discharges, but PW is still the largest operational source of oil pollution to the sea from the offshore petroleum industry. Monitoring surveys find detectable exposures in caged mussel and fish several km downstream from PW outfalls, but biomarkers indicate only mild acute effects in these sentinels. On the other hand, increased concentrations of DNA adducts are found repeatedly in benthic fish populations, especially in haddock. It is uncertain whether increased adducts could be a long-term effect of sediment contamination due to ongoing PW discharges, or earlier discharges of oil-containing drilling waste. Another concern is uncertainty regarding the possible effect of PW discharges in the sub-Arctic Southern Barents Sea. So far, research suggests that sub-arctic species are largely comparable to temperate species in their sensitivity to PW exposure. Larval deformities and cardiac toxicity in fish early life stages are among the biomarkers and adverse outcome pathways that currently receive much attention in PW effect research. Herein, we summarize the accumulated ecotoxicological knowledge of offshore PW discharges and highlight some key remaining knowledge needs.

  In Arctic Norway, the risk of major marine oil spills associated with increasing offshore drilling, land terminal, and maritime transport activities is a cause for concern. Intertidal and subtidal kelp and seaweed communities found in this region are highly productive ecosystems, although sea urchin (Strongylocentrotus droebachiensis)-overgrazed areas (urchin barrens) have been and still are a widespread problem. In the present study, we developed a kelp (Laminaria hyperborea) distribution model and studied fauna distribution, dispersal and recolonisation potentials in seaweed communities, kelp forests and sea urchin-grazed areas to assess sensitivity and vulnerability of these rocky shore communities to additional stress from oil spills, especially if the oil is released close to the coast. Our results suggest that sheltered and moderately exposed rocky shore seaweed communities close to urchin barrens are the most sensitive systems when a combined ecological effect from grazing and oil spill pollution is considered. Our study may have implications for which oil spill countermeasures that represent the best environmental practice (BEP) in the northern coastal areas that already are ecologically stressed because of sea urchin overgrazing.

  The banning of organotin biocides, such as tributyltin (TBT), from use in marine antifouling paints is now leading to reproductive health recovery in marine gastropod populations all over the world. TBT induces socalled imposex (superimposition of male sexual characters onto females) in certain marine gastropods, such as the common dogwhelk Nucella lapillus. In this publication, the results of the Norwegian TBT and imposex monitoring in N. lapillus from the period 1991-2017 are presented. Significantly higher levels of TBT and imposex were measured in coastal areas close to shipping lanes along most of the coast prior to 2008 than afterwards. Levels started declining after restrictions were imposed on the use of TBT in all antifouling paint applications, with a total ban in 2008. In 2017, no sign of imposex was found in N. lapillus in any of the monitoring stations along the Norwegian coastline. Based on monitoring data shown herein, the importance of long-term biomonitoring and international chemical regulations, as well as the TBT and imposex story in general, are discussed.

  Microplastic (MP) contamination is ubiquitous in the environment and many species worldwide have been shown to contain MP. The ecological impact of MP pollution is still unknown, thus there is an urgent need for more knowledge. One key task is to identify species suitable as sentinels for monitoring in key eco-compartments, such as coastal waters. In Norway, mussels (Mytilus spp.) have been monitored for hazardous contaminants through OSPAR since 1981. Norway has the longest coastline in Europe and adding MP to the Norwegian Mussel Watch is therefore important in a European and global context. The present study reports MP data in mussels (332 specimens) collected from multiple sites (n = 15) spanning the whole Norwegian coastline. MPs were detected at all locations, except at one site on the west coast. Among the most surprising findings, mussels from the Barents Sea coastline in the Finnmark region, contained significantly more MPs than mussels from most of the southern part of the country, despite the latter sites being located much closer to major urban areas. Only mussels from a site located very close to Oslo, the capital, contained levels similar to those observed in the remote site in Finnmark. In total an average of 1.5 (±2.3) particles ind−1 and 0.97 (±2.61) particles w.w. g−1 was found. The most common MPs were <1 mm in size, and fibres accounted for 83% of particles identified, although there was inter-site variability. Thirteen different polymeric groups were identified; cellulosic being the most common and black rubbery particles being the second. This study suggests Mytilus spp. are suitable for semi-quantitative and qualitatively monitoring of MPs in coastal waters. However, some uncertainties remain including mussel size as a confounding factor that may influence ingestion, the role of depuration and other fate related processes, and this call for further research.

  The blue mussel (Mytilus spp.) is widely used as a bioindicator for monitoring of coastal water pollution (mussel watch programs). Herein we provide a review of this study field with emphasis on: the suitability of Mytilus spp. as environmental sentinels; uptake and bioaccumulation patterns of key pollutant classes; the use of Mytilus spp. in mussel watch programs; recent trends in Norwegian mussel monitoring; environmental quality standards and background concentrations of key contaminants; pollutant effect biomarkers; confounding factors; particulate contaminants (microplastics, engineered nanomaterials); climate change; harmonization of monitoring procedures; and the use of deployed mussels (transplant caging) in pollution monitoring. Lastly, the overall state of the art of blue mussel pollution monitoring is discussed and some important issues for future research and development are highlighted.

  Contaminant bioaccumulation was studied in blue mussels (Mytilus edulis spp.) using the harbor waters of Kristiansand (Norway) as a case study. A suite of chemical contaminants (trace metals, PAHs and PCBs) was analyzed in caged and native mussels as well as in passive samplers (Diffusive Gradients in Thin films (DGT)-devices and silicone rubbers) placed alongside the mussels for estimation of contaminant concentrations in water and uptake rates and bioaccumulation factors (BAFs) in mussels during a sixmonths deployment period. Estimated logBAFs were in the ranges 2.3e5.5, 3.8e5.2 and 3.2e4.4 for metals, PCBs and PAHs, respectively. Contaminant levels in caged mussels increased rapidly to stable levels for trace metals, whereas for hydrophobic organic contaminants the increase was steady but slow and for many compounds did not reach the levels observed in native mussels. Some key issues related to mussel caging design, such as mussel deployment time and confounding influence from seasonal fluctuations, are discussed herein.

  The Deepwater Horizon oil spill constituted an ecosystem-level injury in the northern Gulf of Mexico. Much oil spread at 1100–1300 m depth, contaminating and affecting deepwater habitats. Factors such as oil-biodegradation, ocean currents and response measures (dispersants, burning) reduced coastal oiling. Still, > 2100 km of shoreline and many coastal habitats were affected. Research demonstrates that oiling caused a wide range of biological effects, although worst-case impact scenarios did not materialize. Biomarkers in individual organisms were more informative about oiling stress than population and community indices. Salt marshes and seabird populations were hard hit, but were also quite resilient to oiling effects. Monitoring demonstrated little contamination of seafood. Certain impacts are still understudied, such as effects on seagrass communities. Concerns of long-term impacts remain for large fish species, deep-sea corals, sea turtles and cetaceans. These species and their habitats should continue to receive attention (monitoring and research) for years to come.

  Environmental regulatory edicts within the EU, such as the regulatory framework for chemicals REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals), the Water Framework Directive (WFD), and the Marine Strategy Framework Directive (MSFD) focus mainly on toxicity assessment of individual chemicals although the effect of contaminant mixtures is a matter of increasing concern. This discussion paper provides an overview of the field of combined effects in aquatic ecotoxicology and addresses some of the major challenges related to assessment of combined effects in connection with environmental risk assessment (ERA) and regulation. Potentials and obstacles related to different experimental, modelling and predictive ERA approaches are described. On-going ERA guideline and manual developments in Europe aiming to incorporate combined effects of contaminants, the use of different experimental approaches for providing combined effect data, the involvement of biomarkers to characterize Mode of Action and toxicity pathways and efforts to identify relevant risk scenarios related to combined effects are discussed.

  Biologically treated wastewater (WW) from the Hammerfest LNG (liquefied natural gas) plant is discharged to the sea. A study using biomarkers in mussels and Atlantic cod was performed to examine whether this discharge meets a zero harmful emission requirement. Caging of mussels close to the outfall and exposure of mussels and fish to WW in the laboratory were conducted, and a suite of contaminant responsive markers was assessed in exposed animals. In mussels the markers included chemical contaminant levels, haemocyte lysosomal instability and nucleus integrity, cellular energy allocation, digestive gland and gonad histopathology and shell-opening behaviour. In fish, biliary PAH metabolites and gill histopathology biomarkers were measured. A consistent cause-effect relationship between WW treatments and markers measured in test animals was not found. The results therefore indicate that the WW emission is unlikely to represent a significant stress factor for the local marine environment under the conditions studied.

  Background: Despite the growing awareness of the necessity of a sustainable development, the global economy continues to depend largely on the consumption of non-renewable energy resources. One such energy resource is fossil oil extracted from the seabed at offshore oil platforms. This type of oil production causes continuous environmental pollution from drilling waste, discharge of large amounts of produced water, and accidental spills. Methods and principal findings: Samples from natural populations of haddock (Melanogrammus aeglefinus) and Atlantic cod (Gadus morhua) in two North Sea areas with extensive oil production were investigated. Exposure to and uptake of polycyclic aromatic hydrocarbons (PAHs) were demonstrated, and biomarker analyses revealed adverse biological effects, including induction of biotransformation enzymes, oxidative stress, altered fatty acid composition, and genotoxicity. Genotoxicity was reflected by a hepatic DNA adduct pattern typical for exposure to a mixture of PAHs. Control material was collected from a North Sea area without oil production and from remote Icelandic waters. The difference between the two control areas indicates significant background pollution in the North Sea. Conclusion: It is most remarkable to obtain biomarker responses in natural fish populations in the open sea that are similar to the biomarker responses in fish from highly polluted areas close to a point source. Risk assessment of various threats to the marine fish populations in the North Sea, such as overfishing, global warming, and eutrophication, should also take into account the ecologically relevant impact of offshore oil production.

  A biotest system for environmentally realistic exposure of fish to produced water (PW) was developed and tested. Authentic PW was collected at an oil production platform in the North Sea and preserved by freezing in multiple aliquors a 25 L. After transport to the test laboratory onshore, daily PW aliquots were thawed, homogenised and administered to the test fish, Atlantic cod (Gadus morhua), in two diluted exposure concentrations, 0.1% and 0.5%, during a 15 d period, using a continuous flow-through exposure setup. Positive control groups were exposed to two crude oil treatments for comparison. Chemical analyses showed that alkylphenol (AP) and PAH concentrations in PW exposure waters were very low. Observations of significantly increased AP and PAH metabolite levels in PW exposed fish demonstrated the suitability of the biotest system for its use in biological exposure/effect studies of PW, and it also demonstrated the sensitivity of bile metabolites as PW exposure markers in fish. The relevance of the biotest system for PW effect studies and for validating modelled environmental risk estimates of PW dischargers from offshore oil production is discussed. (C) 2009 Elsevier Ltd.   The sensitivity of different tissues for assessment of chronic low-dose environmental exposure of fish to alkylphenols (APs) was investigated. We exposed Atlantic cod (Gadus morhua) in the laboratory to tritium labelled 4-tert-butylphenol, 4n-pentylphenol, 4n-hexylphenol, and 4n-heptylphenol via seawater (8 ng/l) and via contaminated feed (5 mu g/kg fish per day). Measurements of different fish tissues during eight days of exposure and eight subsequent days of recovery revealed that APs administered via spiked seawater were readily taken up whereas the uptake was far less efficient when APs were administered in spiked feed. AP residues were mainly located in the bile fluid whereas the concentrations in liver were very low, indicating a rapid excretion and the liver-bile axis to be the major route of elimination. The biological half-life of APs in the exposed cod was short, between 10 and 20 h. Our study shows that in connection with biomonitoring of AP exposure in fish, assessment of AP metabolites in bile fluid is a more sensitive tool than detection of parent AP levels in liver or other internal tissues.   Alkylphenol (AP) metabolites were characterized in the bile of Atlantic cod (Gadus morhua L.) after exposure to nine individual compounds (10 mg/kg fish), 2-methylphenol (2-MP), 4-methylphenol (4-MP), 3,5-dimethylphenol (3,5-DMP), 2,4,6-trimethylphenol (2,4,6-TMP), 4-tert-butylphenol (4-t-BP), 4-tert-butyl-2-methylphenol (4-t-B-2-MP), 4-n-pentylphenol (4-n-PP), 4-n-hexylphenol (4-n-HexP) and 4-n-heptylphenol (4-n-HepP), and a mixture (total dose; 13.5 mg/kg fish) of the nine AN by inter-muscular injection. The degree of alkylation ranged from methyl (C-1) to heptyl (C-7) and represents the types of APs present in produced water. Fish bile was collected on day 4 and 16 (exposure groups 2-MP, 3,5-DMP, 2,4,6-TMP and 4-t-B-2-MP) following exposure. Characterization of major metabolites was accomplished by enzymatic de-conjugation and analysis by high performance liquid chromatography connected to a fluorescence detector (HPLC-F) acquiring at ex/em 222/306 nm. Two solid phase extraction (SPE) columns were evaluated for clean-up of samples prior to analysis. Independent of alkyl homologue, the glucuronide conjugated AN were the most abundant metabolites (73-100%), whereas sulfates, glucosides and unchanged compounds were excreted in amounts of 0-21%, 0-6.1% and 0-6.3%, respectively. The total concentration of measured metabolites in the bile, determined as their respective AN after de-conjugation, increased with increasing degree of alkylation (3.2 +/- 2.6 mu g/g bile for 2-MP and 571 +/- 81 mu g/g bile for 4-n-HepP) after exposure to an equal dose of AP. Comparison of metabolite concentrations in bile sampled 4 and 16 days after exposure, showed that the levels of 2-MP, 2,4,6-TMP and 4-t-B-2-MP were reduced by 55%, 30% and 45%, respectively whereas 3,5-DMP increased by 25% (not significant). This study suggests that analysis of de-conjugated metabolites in fish bile can be used to monitor AP exposure to fish, due to the relatively high and persistent level of these compounds.   Oslofjorden inneholder tusenvis av fritidsbåtvrak, de fleste av glassfiber, noe som vekker bekymring for utslipp av mikroplast og olje, PAH, tungmetaller, antibegroingsmidler, bromerte flammehemmere og andre miljøgifter. På oppdrag fra Handelens Miljøfond har NIVA utviklet et kunnskapsgrunnlag og en forenklet miljørisikovurderingsmodell basert på et representativt «typevrak». Vi har også laget et interaktivt vrakkart og modellert spredningen av mikroplast i fjorden. Risikovurderingen viser at utlekkinger av forurensning fra enkeltvrak påvirker hovedsakelig nærområdet, men den samlede effekten av mange vrak over tid kan være mer bekymringsfull. Dette gjelder særlig for nedbrytning av glassfibermaterialer til mikroplast, selv om kunnskapen om langtidsvirkninger fra slik forurensning fortsatt er svært begrenset. Vrakbåter på bunnen kan også fungere som kunstige rev og gi lokale økologiske fordeler, men samtidig også tiltrekke organismer til områder med høyere forurensning. NIVA anbefaler bedre kartlegging av dyptliggende vrak i Oslofjorden og integrering av mikroplast fra vrak i bredere miljørisikovurderinger. Vår forenklede tilnærming/metode for miljørisikovurdering kan også ytterligere forbedres/valideres for bruk som verktøy innen tiltaksrettet miljørisikovurdering og håndtering av marine fritidsbåtvrak.

  NIVA har på oppdrag fra Northern Lights’ landanlegg (NLL) utført en faglig vurdering av hendelsen der unormalt mye oppdrettslaks døde hos Blom Fiskeoppdrett (BF) etter en ferskvannsbehandling i brønnbåt i juni 2021. Bakgrunnen for oppdraget var en påstand fra BF om årsakssammenheng mellom et utfyllingstiltak av steinmasser i Ljøsøysundet (ved NLL) og den aktuelle fiskedøden, fokusert særlig på skadelig aluminium. Basert på gjennomgang av saken og med støtte i relevant faglig litteratur finner NIVA flere svakheter ved påstanden om årsakssammenheng for fiskedøden. For det første viste in‐situ målinger av turbiditet at nivåene av partikler verken var over den tillatte tiltaksgrensen eller nær de nivåene som kan forårsake skade på fisk. Målingene av gjellealuminium var heller ikke så høye at de kan forklare akutt dødelighet, og slike effekter av aluminium er heller ikke tidligere vist på fisk eksponert for aluminium i fullt sjøvann. Tidligere studier både fra Sør‐ og Vestlandet har vist at risiko for aluminiumspåslag og fysiologisk skade på laks i sjøvann er minimal når saliniteten overstiger 10‐15 promille. På grunn av høy pH og salinitet i sjøvann er konsentrasjonene til giftige, labile aluminiumsforbindelser meget lave. Det er derfor minimaltmed giftig aluminium i sjøvann. De forelagte histologiske dataene viste videre at overlevende fisk fra lokaliteten hadde gjeller med minimale patologiske forandringer, som ikke viste noen tegn verken til aluminiums‐ eller partikkelrelatert skade. Totalt sett vurderer NIVA det som lite sannsynlig at gjelleskadelig aluminium eller ska delige partikler fra NLLs utfyllingstiltak var årsaken tilden høye fiskedødeligheten hos BF i juni 2021.

  The Norwegian Environment Agency recognizes the need to further develop Environmental Quality Standards (EQSs) under EU’s Water Framework Directive. As one step in this direction the Norwegian Institute for Water Research (NIVA) was tasked to propose EQSs for a selection of contaminants in blue mussel (Mytilus edulis). The proposed EQS are derived either from the current EQS for coastal water, using a bioconcentration factor (BCF) or bioaccumulation factor (BAF) that is most relevant for blue mussel, or from the current EQS for biota, e.g. by correcting for a lower trophic level than fish. EQS are proposed for 24 selected contaminants that included six metals, 16 PAH compounds and two perfluorinated alkylated substances. The practical applicability of a few are questionable.

  This report presents (1) an overview of the ecotoxicological knowledge regarding offshore produced water (PW) discharges on the Norwegian Continental Shelf (NCS), (2) an overview of the ecological characteristics and values of the Barents Sea, and (3) an overview of the tools that presently are available for assessing the possible environmental risk associated with offshore PW discharges. The overall objective with this work is to provide a basis for discussing the need for a stricter environmental management of PW discharges in the Barents Sea in comparison to elsewhere at the NCS. Based on information presented herein there appear not to be a clear systematic pattern that organisms/systems in Barents Sea are significantly more sensitive to chemical contamination and ecotoxicity of PW compared to organisms/systems elsewhere at the NCS. However, there are still many unknowns in this field of study, as only a relatively small number of PW effect studies provide data for sensitivity comparisons of Barents Sea and non-Barents Sea organisms/systems.

  Tiltaksrettet miljøovervåking ble utført i vannforekomstene Vatsfjorden og Yrkjefjorden som mottar utslipp fra AF Miljøbase Vats (AFMBV). Overvåkingsprogrammet er utført i henhold til vannforskriften og er godkjent av Miljødirektoratet. Sedimenter innenfor fjordterskelen i Vatsfjorden har dårligere miljøtilstand enn i Yrkjefjorden pga. dårligere vannutskifting og forekomst av forurensningsstoffer i konsentrasjoner over EQS. Miljømålene om god kjemisk tilstand (EUs prioriterte miljøgifter, EUPM) og/eller god tilstand for vannregionsspesifikke stoffer (VRSS) ble ikke nådd for fem av seks sedimentstasjoner. Sedimentstasjonen nærmest AFMBV var lite forurenset, utenom for TBT. Tidligere overvåking tilsier at TBT i Vatsfjorden primært skyldes eldre tilførsler. Kilden til dioksin i sediment langt unna AFMBV bør undersøkes nærmere. I prøver av blåskjell og fisk (torsk og rødspette) ble enkelte forurensningsstoffer målt i konsentrasjoner over EQS, som gir klassifisering til «ikke god» miljøtilstand for biota på stasjoner både nær AFMBV og ved referansestasjonen. Alle EUPM og VRSS som ble overskredet i biota hadde nye EQS-grenseverdier (i vannforskriften) på nivå med typiske verdier i blåskjell og fisk fra norskekysten. Nedgradering av miljøtilstand i biota skyldes endret klassifiseringssystem og ikke dårligere miljøtilstand. Klassifiseringen diskuteres opp mot kunnskap om typiske bakgrunnsverdier for de aktuelle miljøgiftene i blåskjell og fisk. Data fra utslippsrapportering og andre miljøundersøkelser ved AFMBV er inkludert i rapporten. Disse programmene viser at bedriftens utslipp er innenfor utslippstillatelsen, men nødvendige forbedringer ved utslippsovervåkingen (for hydrofobe stoffer med LOD>EQS) foreslås, og dessuten tilsier en gjentagende forekomst av PFOS i bedriftens utslipp til sjø et behov for forbedrende tiltak ved bedriftens renseanlegg.

  NIVA har gjennomført en kritisk gjennomgang og miljøfaglig vurdering av størrelsene, årsakene og mulige miljøkonsekvenser av utslipp av seksverdig krom fra Glencore Manganese Norway AS sitt Deponi 2.1 ved Mo Industripark (MIP). Utslippene ser ut til å ha økt betydelig etter 2009, sannsynligvis pga. en akselerering av kjemiske prosesser i de deponerte massene. Grunnet høy pH i sigevannet forelå mest sannsynlig denne krommengden hovedsakelig som Cr(VI), en kromform som er langt mer mobil og giftig enn Cr(III). Utlekkingen av krom til Mobekken har bidratt til at miljøtilstanden i bekken har blitt karakterisert som svært dårlig (tilstandsklasse V), selv om andre tungmetaller og PAH også gir den samme karakteristikken. I perioden 2010-2014 utgjorde kromtilførslene fra Deponi 2.1 i størrelsesorden 60 % av den den samlede kromtransporten i bekken, men den tyngste kjente forurensningsbelastningen med krom i Mobekken var i 2006. I tillegg til den planlagte overvåkningen foreslås det å undersøke sedimentene i bekken for å kunne vurdere betydningen av mulige rester av historiske utslipp av krom og andre miljøgifter som kan ligge i bekkesedimentet.

  Miljøovervåkingen ved AF Miljøbase Vats (AFMBV) for perioden 2009-2014 viser at anleggets årlige utslipp til sjø har ligget innenfor utslippstillatelsen. Visse stoffgrupper bør likevel følges opp ekstra nøye i den videre overvåkingen. Overvåking av grunnvannsbrønner under kaidekket viser at det tette kaidekket fungerer etter hensikten. Målbar kontaminering er påvist i bekke- og elvevann i anleggsområdet, men denne forurensningen vurderes til å være for liten til å ha noen miljømessig betydning for fjordmiljøet ved basen. Støvspredning fra anlegget ga målbart økt forurensning av jord og mose i nærområdet ved basen, men belastningen ble mindre etter innføring av bedre rutiner for begrensning av støvproblemet. Bunnsedimenter nær AFMBV har i store trekk god miljøtilstand nær basen, men eldre forurensning (særlig TBT) er fortsatt markert til stede. Undersøkelser av blåskjell og krabbe fra Vatsfjorden viser gjennomgående lave nivåer av forurensende stoffer. Konkrete miljøgifter (spesielt kvikksølv) bør likevel følges opp ekstra nøye i den videre overvåkingen. Undersøkelser av fisk fra fjorden ved anlegget har ikke avdekket miljøgiftnivåer som gir grunn til bekymring, men konkrete miljøgifter (spesielt PCB), bør likevel følges opp ekstra nøye i den videre overvåkingen. I marinbiologiske prøver ble det funnet enkelte svakt økende og minkende trender i forurensningsnivået, men trendene hadde totalt sett ikke noe klart mønster som tilsa at utslipp fra AFMBV var en sannsynlig forklaring/årsak. I den videre marine miljøovervåkingen anbefales det at datagrunnlaget for trendanalyser bedres. Samlet sett tilsier resultatene fra NIVAs miljøovervåking ved AF Miljøbase Vats at virksomhetens utslipp til sjø i programperioden 2009-2014 har hatt svært liten, om noen, betydning for forurensningstilstanden i fjordmiljøet utenfor basen.

  The unique coastal and marine ecosystems of Sudan need protection against anthropogenic influences. This report provides a review of the key Valued Ecosystem Components (VECs) which occur in Sudanese coastal and offshore areas, with emphasis on their localisation, importance and state of condition. The report also highlights some of the major threats to the stability of these VECs and includes information which may be important in connection with industrial environmental impact assessment (EIA) studies and monitoring activities in Sudanese coastal and marine waters. Environmental legislation and governing systems of Sudan with special relevance to marine ecosystem resources are described in addition to industrial and societal developments and the most important Sudanese research and educational institutions and programmes that are relevant for the issues addressed. Finally, a list of key gaps of knowledge and recommendations of future actions which may serve to improve the environmental management and protection of VECs in Sudanese coastal and marine waters is presented in the last section of the report.

  The unique coastal and marine ecosystems of Sudan need protection against anthropogenic influences. Monitoring is required to control that industrial operations in Sudanese marine waters meet environmental quality standards. This report includes a suggestion of guidelines for monitoring in Sudanese Red Sea waters; with a special attention to oil and gas industrial activities. The guidelines provide instructions to how systematic offshore monitoring studies can be performed to collect data required for documenting degrees of compliance with environmental regulatory demands. The report highlights the need for an efficient national legislation targeted to prevent habitat destruction, chemical pollution and other manmade impacts to Red Sea ecosystems. The report also describes the role of monitoring as a key element in assessing the effectiveness of measures adopted for minimising environmental impacts. The present work represents a collaboration between Sudan and Norway and the suggested guidelines were developed as a synthesis of Norwegian monitoring guidelines and monitoring procedures developed for Red Sea environments.

  In this study, the environmental contamination by AF Environmental Base Vats (AFEBV) was assessed before and after the facilities demolition activities in the Ekofisk cessation EPRD project. Seafloor debris and contaminant concentrations in soil, groundwater and fjord sediments were measured in 2015 and compared with similar data from the 2009 baseline study. ROV inspections found generally normal biological conditions of the algae and benthic animals but also much anthropogenic scrap at the seabed, although the amount has decreased by 2015 in comparison to 2009 as a result of clean-up operations. The survey revealed that soil in the ultimate vicinity of the base has become more contaminated with PAHs, metals and mercury in particular. The annual monitoring programme revealed peak concentrations in moss and soil samples in 2010, but subsequent actions to reduce spreading of dust from the working area have resulted in decreasing contaminant levels in both types of samples. Assessment of groundwater samples showed low levels of all contaminants, indicating that the impermeable deck at the base prevents contaminant transfer. Sediments collected in the fjord adjacent to the demolition plant showed PAH levels largely in class II, but one PAH component and TBT was in class IV. Similar findings of TBT and PAH have been reported before 2009 and no evidence was found for a consistent change in the level of these contaminant between 2009 and 2015. Levels of PCB7, mercury and other metals were generally low (class I) in sediment samples from all fjord stations.

  NIVA har i 2014 utført miljøovervåking ved AF Miljøbase Vats på oppdrag fra bedriften. Analyser av renset overvann (RO vann) viste at bedriftens utslipp i 2014 ikke overskred langtidsgrensene gitt i utslippstillatelsen til sjø, selv om enkelte komponenter (f.eks. sink) lå høyere enn konsentrasjonsgrensen i enkeltprøver. Analysene påviste dessuten flere prioriterte stoffer i RO vannprøver, de viktigste er oktylfenol, PFOS og klorerte parafiner. Det er imidlertid lite sannsynlig at dette har hatt miljømessig betydning tatt i betraktning utslippets fortynning i sjøresipienten. Påvisningen tilsier likevel at oktylfenol, PFOS og klorerte parafiner bør vies særlig oppmerksomhet i det videre analyse- og overvåkingsprogrammet. Svært lave konsentrasjoner av metaller og olje ble påvist i vannprøver fra grunnvannsbrønnene på kaien, noe som tilsier at kai-membranen fungerer etter hensikten. I prøver av blåskjell og krabbe ble det funnet gjennomgående lave nivåer av de målte miljøgiftene, tilsvarende tilstandsklasse II eller lavere. Den mulige tendensen til økte kvikksølvverdier i blåskjellprøvene fra 2013 ble ikke bekreftet i prøvene fra 2014. En separat delundersøkelse av naturlig forekommende radioaktive materialer (NORM) i vann- og krabbe-prøver viste lave verdier innenfor typisk bakgrunnsnivå for vestnorske fjorder. NIVAs miljøovervåking ved AF Miljøbase Vats viser at virksomhetens utslipp til sjø i 2014 var innenfor gjeldende utslippstillatelse og uten nevneverdig betydning for forurensningstilstanden i fjordmiljøet utenfor basen.

  Rapporten gjennomgår den økologiske og kjemiske tilstandsklassifiseringen som er gjort av Fylkesmannen i Sogn og Fjordane for vannforekomsten «Årdalsfjorden - indre» i Vann-Nett. Den endelige klassifiseringen viste moderat økologisk tilstand og oppnår ikke god kjemisk tilstand. For den biologiske klassifiseringen, som inngår i økologisk klassifisering, så er det bare satt status for det biologiske kvalitetselement bløtbunnsfauna og den er satt til God. NIVA har foretatt nye beregninger og vurderinger av bløtbunnsfauna iht. den nye klassifiseringsveilederen og basert på to eldre undersøkelser i fjorden. Begge undersøkelsene ga også God tilstand. Det finnes ikke data for støtteparametere i Vann-Nett eller i Vannmiljø og klassifisering av dette kvalitetselementet er ikke utført for vannforekomsten. Økologisk tilstand er likevel satt til Moderat basert på overskridelser av EQS-verdier for de vannregionspesifikke stoffene, noe som er i tråd med klassifiseringsveilederen. Kjemisk tilstand er riktig satt til «oppnår ikke» god status. Både den kjemiske og økologiske tilstandsklassifiseringen utløser nye vurderinger om nåværende tiltak er tilstrekkelig for å oppnå god økologisk og kjemisk status innen 2021 eller i påfølgende planperioder, – eller om nye tiltak må iverksettes. Selv om resultatet av NIVAs gjennomgang og den klassifiseringen som er gitt i Vann-Nett er lik, så bør en etterstrebe en riktig klassifisering av vannforekomsten ut fra biologiske kvalitetselement. Ny innsamling av data i neste planperiode vil føre til at datagrunnlaget forbedres slik at nye vurderinger kan utføres på et bedre beslutningsgrunnlag enn det som nå foreligger i Vann-Nett og på et bedre representativt utvalg av stasjoner.

  NIVA undersøkte forekomst av forurensning i Hjeltefjorden etter utslipp av om lag 15.000 liter kabelolje av type T 3588 fra den undersjøiske strømkabelen til Bergenshalvøens Kommunale Kraftselskap (BKK). Lekkasjen skjedde over en periode på 14 dager i august 2013 fra kabelen mellom Merkesvik på Askøy og Øygarden. T 3588 er en høyraffinert mineralolje og regnes relativt sett som lite miljøfarlig. Det ble observert oljefilm på sjøoverflaten over lekkasjepunktet i tidsrommet utslippet skjedde. Etter at lekkasjen var stanset samlet NIVA inn blåskjell og sedimenter fra en rekke strandlokaliteter i området og analyserte prøvene for kjemiske komponenter som kunne stamme fra kabelolje. En blåskjellprøve tilsatt en mindre mengde T 3588 ble analysert som positiv referanseprøve. Det ble ikke gjort funn av oljekontaminering i prøvene av feltinnsamlede blåskjell mens svake spor av olje ble påvist i enkelte prøver av sediment. NIVA mener det er mest sannsynlig at sporene av oljekontaminering i sedimentprøvene skyldes eldre hendelser og ikke utslippet fra BKKs strømkabel. Resultatene tilsier derfor at utslippet neppe har forårsaket noen forurensning av betydning i Hjeltefjorden utover perioden da lekkasjen pågikk og at det ikke er hensiktsmessig med ytterligere overvåking etter effekter av dette aktuelle utslippet.

  Rapporten er en gjennomgang av den økologiske og kjemiske tilstandsklassifiseringen i Vann-Nett som er gjort av Fylkesmannen i Sogn og Fjordane for vannforekomsten «Høyangsfjorden». Den endelige klassifiseringen viste moderat økologisk tilstand og oppnår ikke god kjemisk tilstand. Det var ikke utført noen som helst statusvurderinger ut fra biologiske kvalitetselement i den økologiske klassifiseringen, noe som skal være utgangspunktet for denne typen klassifisering. NIVA har foretatt vurderinger av bløtbunnsfauna basert på to eldre undersøkelser i fjorden etter den nye klassifiseringsveilederen og begge ga God tilstand. Av støtteparametere var bare oksygen i bunnvann vurdert i Vannnett og dette ga en Svært God tilstand. Tilstandsvurdering av økologisk tilstand er satt til moderat basert på overskridelser av EQS-verdier for de vannregionspesifikke stoffene, noe som er i tråd med klassifiseringsveilederen. Kjemisk tilstand er riktig satt til «oppnår ikke» god status. Det finnes alvorlige feil i dokumentasjonen av miljøgifter, både de vannregionspesifikke og de fra EUs prioriterte liste. Konsentrasjoner i biota er identiske med det som er lagt inn for sediment som er en åpenbar feil. Sikker klassifisering kan gjøres etter at disse verdiene er rettet opp – ikke før. Både den kjemiske og økologiske tilstandsklassifiseringen, slik den står i dag, krever vurderingene om hvorvidt nåværende tiltak er tilstrekkelige for å oppnå god økologisk og kjemisk status innen 2021 eller i påfølgende planperioder, – eller om nye tiltak må iverksettes. Selv om resultatet av NIVAs gjennomgang og den klassifiseringen som er gitt i Vann-Nett er lik, så bør en etterstrebe å foreta en riktig klassifisering av vannforekomsten ut fra biologiske kvalitetselement og deretter rette opp kjemidelen i Vann-Nett. For beregning av riktige EQR-verdier og fastsettelse av kjemisk tilstand bør en etterstrebe å velge stasjoner som er representative for vannforekomsten.

  Rapporten gjennomgår den økologiske og kjemiske tilstandsklassifiseringen som er gjort av Fylkesmannen i Hordaland for vannforekomsten «Husnesfjorden» i Vann-Nett. Den endelige klassifiseringen viste antatt moderat økologisk tilstand og oppnår ikke god kjemisk tilstand. Status for det biologiske kvalitetselement - bløtbunnsfauna er satt til God. Stasjonsutvalget som klassifiseringen er basert på, er svært mangelfullt og sannsynligvis ikke representativt for vannforekomsten. NIVA har foretatt supplerende beregninger av bløtbunnsfauna iht. den nye klassifiserings-veilederen og basert på 3 stasjoner som ligger like ved utslippet til Søral. Dette ga en samlet God tilstand. Støtteparametere er også basert på et svært mangelfullt datasett med bare én prøve på 2 stasjoner i en lokal utslippslokalitet som ikke er representativ for hele vannforekomsten. I Vann-Nett er vannforekomsten likevel klassifisert til Svært God. Samlet vurdering av økologisk tilstand er satt til Moderat basert på overskridelser av EQS-verdier for de vannregionspesifikke stoffene, noe som er i tråd med klassifiseringsveilederen. Blant de vannregion-spesifikke miljøgiftene, er det PAH og metaller som overskrider EQS, men dataene i Vann-Nett er sannsynligvis ikke lagt inn rett og det er usikkert om de dataene som er registrert for vann som matriks, egentlig skal være for sedimenter. Dette må avklares før en kan sette endelig økologisk tilstandsklasse, men hvis det er tilfelle er tilstanden God. Det er også usikkerhet rundt PAH-verdiene i Vann-Nett for vannforekomsten. Data for kjemisk klassifisering vekker heller ikke tillit ettersom de samme feil som er registrert for de vannregionspesifikke stoffene, også gjelder for de som står på EUs prioriterte liste. Økologisk og kjemisk klassifisering er sannsynligvis riktig, men datagrunnlaget bør forbedres (biologi) og kvalitetssikres på nytt (miljøgifter) før sikker klassifiseringen kan gjøres. Det er også usikkert om stasjonsnettverket som ligger til grunn for prøver av miljøgifter og biologiske kvalitetselementer, er representative for vannforekomsten som helhet. Data som skal samles inn i neste planperiode vil høyst sannsynlig føre til at datagrunnlaget forbedres slik at nye klassifiseringer kan bli utført på et bedre beslutningsgrunnlag enn det som nå foreligger i Vann-Nett.

  Rapporten gjennomgår den økologiske og kjemiske tilstandsklassifiseringen i Vann-Nett som er gjort av Fylkesmannen i Rogaland for vannforekomsten «Karmsundet - Kopervik». Den endelige klassifiseringen ga antatt moderat økologisk tilstand og oppnår ikke god kjemisk tilstand. Status for det biologiske kvalitetselement – bløtbunnsfauna, er satt til Moderat, men datasettet som er benyttet er ikke gjengitt i Vannmiljø. NIVAs gamle datasett fra 1988 og 1990 verifiserer denne klassifiseringen. Ingen andre kvalitetselement inngår i den økologiske klassifiseringen og de vannregionspesifikke stoffene overskrider ikke grenseverdiene. Derimot er det uklarheter mht. de konsentrasjoner som er listet i Vann-Nett, ettersom verdier for innhold av mange miljøgifter i blåskjell og krabbekjøtt er identiske, noe som høyst sannsynlig skyldes feilregistrering. Dette gjelder både for de vannregionspesifikke stoffer og de som står på EUs prioriterte liste. Verdiene må gjennomgås på ny før en sikker kjemisk status kan fastsettes.

  Bedriftene Elkem Carbon AS og Elkem Solar AS gjennomfører et overvåkingsprogram i det bedriftsnære sjøområdet i Kristiansandsfjorden. Programmet supplerer og er koplet opp mot myndighetenes generelle overvåking av Kristiansandsfjorden. Undersøkelsene i 2013 har vært todelt: en risikovurdering av sedimentene i Elkembukta og Fiskåbukta og en videreføring av den langsiktige overvåkingen av det nære sjøområdet til Elkem med hovedvekt på PAH. Det ble ikke observert systematiske endringer i metall- eller PAH-innhold i vannmassene over den 3- årsperioden overvåkingen har foregått. Metallinnholdet i blåskjell var generelt lavt til svakt forhøyet. PAH-innholdet i skjellene var til dels høyt i de helt bedriftsnære områdene. Konsentrasjonen av forurensede forbindelser i sedimentet i Elkembukta danner utgangspunktet for risikovurderingene. Verdiene var høye. En transport av PAH fra sedimentene er underordnet andre kilder til Elkembukta hvor PAH med prosessvann nå er sterkt redusert i forhold til tidligere. De forurensede sedimentene i Elkembukta representerer en beregnet risiko for økologiske effekter og gir også en human risiko hvis sjømat hentes fra denne industrihavnen. Det er neppe tilfelle i særlig grad og PAH akkumuleres heller ikke i filet av fisk slik at eventuell risiko i hovedsak vil være knyttet til skjell. Den økologiske tilstanden til bløtbunnsfaunaen i området Fiskåbukta utenfor Elkembukta er generelt god og har vist en betydelig forbedring over tid.
