Measurement of Censorship in Norway

All countries censor the Internet to a varying degree. A minimum requirement for the deployment of censorship in a democracy is that it is founded on laws, it is transparent, and the censorship is well monitored.

Censored Planet is one of the monitoring projects on a world scale (Raman et al. 2020). Between December 2019 and March 2020, there was a notable increase in Norwegian censorship (Sundara Raman et al. 2020). Details were not published but the raw data should be available.

The thesis can be subdivided into several stages.

  1. Evaluate published methods for measurement in a context similar to the one in Norway.
  2. Analyze the details of the increased censorship in Norway. Was it an intended action, due to mismanagement or configuration errors, or errors in the measurement tools?
  3. As an outcome of the previous stages, propose and analyze a censorship monitoring tool suited for the Norwegian setting.
