Ethiopia started implementing a community health information system from 2013. It is used by the Health Extension Workers in the country, who carries out basic medical services to the rural population. They work in a small health post with some equipment, vaccines and medicines, and they visit households to care for patients and promote healthy behaviour, including water and sanitation.

Each health extension worker collaborates with around 10 volunteer community workers, each elected in their own village to assist the health extension worker.

The health extension workers were equipped with the digital information system eCHIS 6-8 years ago, where households are registered.

The Ethiopian government is running the DHIS2 software for their national health management information system, which collects and analyses statistical health data. For patient records in hospitals, they use another software, Bahmni. The patient record systems in all the hospitals generate lots of data for the health management system, but currently, there is no data transfer from Bahmni to DHIS2.

Managing and supporting the distribution of health commodities (such as medicines, vaccines and test kits) is challenging in developing countries. Weak health systems, fragile infrastructures (roads, electricity, telecommunication etc.), and multiple (fragmented) donor efforts with separate (silo) and parallel supply chains contribute to this.

With the rapid growth in implementations and use of DHIS2 (dhis2.org/hisp.uio.no) we have a need to professionalize and scale up the system and processes for handling new functional/non-functional requirements. The new processes and system must facilitate reception of inputs from users across the globe, track these inputs, assure that inputs are in an adequate format and finally pass them on to the software developers.

Students will be involved in an action-research project with the following cycle: 1) analyzing the existing situation and needs, 2) researching and analyzing potential approaches, 3) designing a process and pilot, 4) implementing the pilot, 5) evaluating the pilot and drawing key lessons, 6) if possible take part in implementing a full-scale processes.

The Information Systems research group studies digitalisation in the public sector with an engaged and interventionist approach. The group has been at the forefront of digitalisation in public health in low- and middle-income countries since the 1990’s, and is a cornerstone of the global HISP/DHIS2 community.
